Reality.
To quote wikipedia:
Jasmine is an ambiguously evil character in Season Four of Angel whose goal is to gain a corporeal form on Earth and become ruler of the world. The main goal of Jasmine, the Devourer, is to bring world peace.
The real problem, however, is that Jasmine's mind control virtually eliminates free will from the world, with everyone being unable to do much of anything except praise and serve Jasmine all day.
